What makes an ordered society (preferably in ancient india)?

In my opinion an ordered society is a society in which the government can successfully control its people.

Explanation:

A good example of how to do this is with religion. Religion helps to get your society on the same page with each other and to be in agreement. A good example of this is when ancient India and China adopted Confucianism as a religion.
