Articles of Confederation were the first Governing document of United States and gave explicit and undue powers to the states than the federal government. It was considered to be ineffective at the long run and there came a necessity of change and hence the constitution was drafted.

Command to accumulate and levy taxes was given to the states. Congress can only ask for requisitions from the states in order to finance the war charges but the states rarely contributed.
