In a federal system, as described above, power is shared between the local and federal goverments but in the end, the federal goverment is the supreme one that rules over all the others.

On the contrary, in a confederation, each of the members is a sovereign state or nation that still keeps a large degree of independence and few powers are delegated to a central authority, that is supposed to only govern those issues which the members of the confederation have previously agreed upon.
