congress borrows money all the time this is a rpime factor to pay for things that the americans need for example they give money ot the banks they give money to the milltary they borrow money so they can give it back to the people who need it such as the buisnessses and the army

it might be to see if the person answering knows what they are talking about other than just saying, "its b hope this ! : )" because they could say it then get the wrong answer because they only answered for the points.
