Do u think that victims of human rights abuses are protected? substantiate

Not enough protection is given to victims of human rights.  There are some laws as well as people who would protect victims but sadly they should do more to help these people.  A good example was in Rwanda during the 1990s where many Tutsis  were massacred despite U.N. efforts to protect them.  

i believe we're not a republic so that is a hard question
