Explanation :  because new nations after gaining their independence are going to face tremendous problems, so they need strong government to solve these problems over the time,for example they need strong control over the economy,a good and a strong economic plan,infrastructure and highly educated workforce,so if their governments are not strong or not strong enough to give them more or less these things,they are going to fail ".

New nation will need for example to develop their own industries which is a powerful arm in the stability and the prosperity of a nation and they'll need protection too against foreign and powerful companies from their governments.This is called in economics ‘protectionism’. they  need strong governments to protect them from ‘unfair’ competition from foreign companies, which are way more advanced and powerful. All successful economies in the world did this in a very effective way: USA, Germany and Japan did this, China  did it. In this phase a nation can fail too,so strong governments are necesary or they are going ineficient or they are going to be destabilised by foreign powers.
