What happens when one group or individual controls all three powers

When one group or individual controls all three powers abuse of power arises, bringing a decline in the rights and liberties of the citizens. Only true Democracy, through the appropriate implementation of the separation of powers represents a guarantee of said liberties for the citizens. In this way, no power or institution becomes more important than the others.

i would say the executive branch is because the executive branch is in charge of enforcing the laws and judicial branch is in charge of enforcing but the executive branch is most responsible for it all so i would have to say the executive branch.
