How do the petition of right and the english bill of rights differ in regard to the military?

The English bill of rights states that no army should be kept in times of peace without the consent of the Parliament, while in the petitoion of rights the army depended entirely on the crown´s will. Both of this documents were written to take power out of the english crown, before these the King or Queen had absolute power to do as they wanted. After the English bill of rights the Parliament became soveraign, and with this they divided the political power in England.
