Kennedy as a military strategy during the cold war and it refers to the status quo of heavily armed war not limited to nuclear arms. In simple terms, Flexible Response is the capability to annihilate your enemy as it destroys you completely, calling for the prevention of attacks. Even though both terms represent strategic approaches to war, they wage different results.
