The AAA (or Agricultural Adjustment Act) was enacted in 1933 as part of the New Deal of President Roosevelt. The aim was to boost agricultural prices by reducing the existent large surpluses. In order to do so, the federal government would direct public spending to the sector in the form of subsidies, which were paid to farmers to not cultivate part of their own lands.

In order to raise money for these subdisies, the government created a tax paid by firms that commercialized processed farm products. These firmowners, together with detractors of state interventionism became the main opposing forces.
