After the many discussions regarding the ratification of the U.S. constitution in 1787-88, the Bill of Rights was developed as a way to address the objections raised by Anti-Federalists. The amendments (nine of them) were originally introduced to the Constitution in the House of Representatives by Representative James Madison. Seven of these would become part of the Bill of Rights. Afterwards, on 1789, Congress approved twelve articles of amendment to the Constitution and submitted them to the states for ratification.
