the most effective form of government we have found so far (big caveat here) is a democratic system (republic or monarchy) with three separate branches (executive, legislative and judiciary), based on a market economy with liberal policies (as little interference from the state into the market as possible). sprinkle the required checks and balances between the branches, a good legal system (prefer common law rather than civil), appropriate voting systems (prefer indirect voting for the highest executive office) and strong state focus on its essential tasks (public security, defense, justice and basic education and health services). make sure you have a solid criminal justice system and that any breaches of the law have a high probability of being punished.

these are the basics. you can control some or most of these things. what you cannot control, and that makes the biggest variable, is the country's culture. everything will hinge on that
