An amendment is a change added to the constitution. Through 2/3rds voting of the both the Congress house,an amendment can be proposed. In order to propose an amendment 2/3rds of the state can ask Congress to a special convention.

Explanation:

Article V of the U.S. Constitution establishes that the Constitution can be changed (By adding or eliminating an amendment), however, the amendments can be only proposed by either the Congress or the state legislature.

When the Congress proposes an amendment (which it's only possible if at least two-thirds of both houses vote in favor), it later has to be voted on by the state legislatures OR the state conventions. Only if the amendment is approved by at least three-fourths of the state legislatures or the state convention, it becomes a law.

And, when the state legislature is the one that wants to propose an Amendment, it first has to call a National Convention with two-thirds of votes. In the National Convention, the amendment can be officially proposed, and once proposed, it has to be ratified at least by three-fourths of the state legislatures (or conventions in three-fourths of the states) to becomes a law.
