The years in which there was a budget deficit are: 2002, 2003, 2005, 2006, 2008, and 2010.in any given time period, the  government's budget can be either in  deficit  or in surplus. a  deficit  in the budget occurs when the  government  spends more than it taxes, one  of the causes is cutting taxes without a decrease in expenditures.  whereas, a surplus in a budget occurs when a  government  taxes more than it spends or simply  a situation in which the government's revenue exceeds its expenditures.
