What is a major difference between goebbels 1943 speech and hirohito's speech apex?

For Goebbels it is important to incite anger with the German people so he uses combative language and tries to make them angry enough to fight in the war even harder. Hirohito on the other hand is more neutral and is not very emotional but is highly informative, almost as if he was presenting a business plan to the people.
