Unlike the modern Constitution, complete thirteen states had to ratify the Articles before it would be an impression. A number of years passed between the endorsement of the plan of the Articles of Confederation by the Continental Congress in late 1777 and the confirmation by the closing statement in 1781.

Later being formally submitted, both by Congress or a national committee of the states, a legal bill must then be approved by 9 out of 13 states or three-fourths of the states.
