There are many reasons but the primary is because there body's are potential treatment they have shorter arms and legs they don't list and people swim out too far not grasping there bound because their brain is not fully developed so they start freaking out and use too much of there energy and end up not drowned at first but have a middle drive from uneven heart rhythm from freaking out and then drown from sensing in to much water. Their arms and legs are also not as strong as a grown person's arms that have had years to develop more muscle. Many kids also can't swim and once they are not able to touch the floor, they drown. Many kids also have not learned simple rules such as not running on the sides of the pools or not going where they cant touch the floor or even just standing near the edge of a pool where they could possibly fall in.
