It is legal to move the victim if he is:

in a safe position
in a life-threatening situation
bleeding persistently
in an uncomfortable position

exposure to hazardous carcinogens and toxic substances can cause breathing problems, such as copd and various types of cancer. it also increases the risk of heart attacks and strokes and has serious (but no less unattractive) side effects, such as aging, yellow teeth, a terrible smell and damage to the vocal cords.

delegated (sometimes called enumerated or expressed) powers are specifically granted to the federal government in article i, section 8 of the constitution. this includes the power to coin money, to regulate commerce, to declare war, to raise and maintain armed forces, and to establish a post office.
