What might be some benefits of immigration that might be different between provinces?

The benefits of immigration would be that when you are immigrated, you just got back to your assigned home town, and you get to live there like nothing were to happen, but as for a "province", I believe this would be when you get deported, you would be in assigned groups that they would put you in, in order to so certain things.
