Why do mostof the people of central asia live in the southeatern section?

The southeastern section of central Asia has the most fertile lands and enough water facility which enhance agriculture.

EXPLANATION:

So most of the people in the Central Asia live in these areas under the hills where the water facility is good and the lands are fertile so that the living would be easy. But in other areas people are still living but the life is not easy and comfortable as in the southeastern section.
