1. The ranger may not like the way he or she is being treated
2. It can be done in protest
3. They may just need to burn unwanted plants, like weeds and invasive species
4. During the cooler months, sometimes rangers start controlled fires to burn excess fuels and prevent uncontrolled, dangerous fires in the hotter, drier months
5. When there's a huge fire, people may make smaller fires to reduce the fuel available to the big fire
