Why is dubai creating underwater resorts and reclaimed islands?

dubai has an incredible amount of money to spend on building projects.

dubai’s population is growing at a very fast pace, some say too fast.

dubai wants to have the most extravagant resorts in the world.

but mostly because dubai will be running out of oil pretty soon and they want another source of income which would be tourism

If a particular resource is not useful or needed then the price would be considerably low. once that resource is needed the price or value will raise depending on how useful or needed it is especially if the resource is low in quantity, the consumers would pay whatever they have to, to get that material.
