Basically, because the planet is the closest to the Sun at this point, it experiences the most of its gravitational pull. This results in the speeding up of the planet, thus it is also the part of the orbit when the planet moves the fastest. The opposite part of the orbit, when the planet is the furthest away from the Sun is called aphelion, and this is when the planet experiences the least of the Sun's gravitational pull and is the slowest.
