When a mapmaker discusses the principles of hierarchy and balance, what is he or she referring to?

Nswer it was a class that admired the western culture

Pacific ocean is the biggest ocean in the world

Many foreign companies buy/build hotels in areas therefore most of the profit from tourism goes to these companies rather than the local economy or local people. 
also, these foreign companies might only employ foreign workers with experience meaning they receive more pay whereas local people would be employed for low skilled jobs and lower pay.

1. why do astronomers think that there may be other advanced civilizations?
because  it was discovered that there are other planets like earth out there, able to  accommodate life forms.
2. what technologies are astronomers using to look for life on other planets? why?  
they  have used radio telescopes, but now they use laser telescopes   to track laser communications.
