What is the problem in this article? What solution does the article propose?

I think the problem with article is that this doesn't seam to be a great fix.   I'm sure sea turtle will still get caught in these nets and if they don't then the fish will just escape also.   I feel like the hooks wont fix the issue either.

The article proposes a solution through creating a flap like exit for these sea turtles to escape and hooks that won't hook the turtles.
