The latitudes that are located at east direction of the Prime Meridian will affect the most during summer time and those latitudes that are towards west direction, will be least affected.

As someone go towards east of prime meridian it can be seen that the time is gradually increasing as the sun rises in the east earlier.This is due to the rotation of earth from west to east.

And if someone moves towars west of the prime meridian, the time will decrease as the sun rises later in that area.
