FDR was elected to office right after the stock market crash that began the Great Depression. His speech aims to gain the American people's trust back in their government by boosting the economy and developing safeguards to make sure the banks are backed. He says, "Our greatest primary task is to put people to work." and to do this he will provide "direct recruiting by the Government itself". By creating jobs, he is providing exactly what the people need. He also promises "a strict supervision of all banking and credits and investments" to make sure the stock market does not crash again.
