What do critics mean when charging the bookseller with ""literary blackface""?

Literary black face is essentially when a book store decides to publish re-done stories, like the wizard of oz, Frankenstein, and other classics. But instead of putting the original on the shelves in the store, they make the main character ethnic (ie, Dorthy, Dr. Frankenstein, Cinderella). This is an issue, they promised to deliver books for black history month, and instead of promoting black authors, they just changed the color of the characters and slapped them on a poster. What they should do is talk about black voices in the history of literature, not the importance of changing the COVER, but changing the CONTENT, changing the way we think about a "classic".
