Whilst lateness is inappropriate, the question of punishing students for not writing assignments by exempting them from the exams is a matter for the school's constitution to resolve.

It is usual practice to punish students who turn up late for an exam. To show favoritism by exempting one and leaving the other on grounds of personal preference, race, gender, etc would be unethical.

Any action taken within the confines of that code (as long as the code is parallel to existing higher laws), will be considered ethical.Laws are by their nature designed to be fair and balanced on the leverage of equity. Sometimes they are not, but that is corrected by evolution.It is possible for a school to stipulate that writing and submitting all assignments is a compulsory prerequisite to writing the examinations. In this scenario, if a student is exempted from writing an exam due to non-compliance, that would be within the confines of ethical practices.Other schools may not have this in their modus operandi. In such an institution, it still behoves the authorities to be fair in how they dispense justice.The final place of resolution can also be found in the terms of operation handed over to the schools by their regulator. As already mentioned, regulations are subject to the laws of the state in which such a law is enacted.

All things being equal, however, it is expected that students complete their assignment and submit same on time too. It is common practice for educational institutions to add scores from assignments to the scores from the exams to arrive at the final score for such a course.

In a school where it is the rule to prevent a student from writing the exams due to non-compliance with assignments, what would be unethical is to NOT give the student a chance to demonstrate why they didn't do the assignments.
