The Golden Gate Bridge in San Francisco is a world-famous landmark. Thousands of commuters and tourists cross the bridge every day, many by bicycle. Biking across the bridge, however, can be hazardous. Bicyclists
occasionally run into one another or crash into tourists who stop to admire the breathtaking views. A cycling
safety study found that speed was a cause in 39 percent of these accidents. City officials announced a plan to
impose speed limits for bicycles on the bridge. Tourists favor the plan, but locals disagree. Commuters feel that
