    Ethos: knowledge

Means you have to use what you know and logic. Then you gotta use a way that will touch the person's feeling. Like if you are trying to create an uprising, you'd words that inspire anger. But if you are writing to special friend, you would use the exact mood of how you are feeling.
  
I would write:
     
      People driving along with you and people crossing the road. To text while driving is strictly against the law! Keep your eyes on the road and if you are in a mental state, (whether from hitting your head, alcohol, drugs and so on) do not take the wheel. Lives are in your hands when on the road. Do not let yourself down, by letting your guard down. Do not take a mother from her little one coming from school. Do not take a parent from a child. Do not separate bonds and friendship because of your carelessness.
