It is a straw man because the person who opposes to stricter regulations to cut down on the burning of fossil fuels, grossly exaggerates the proposal of the political candidate. He does that by saying that these regulations would take their country to a primitive way of living, and what regulations look for is a gradual independence of these types of energy sources. These types of proposals are commonly exposed to straw man because they can be opposed by saying the candidate is trying to end the economy of fossil fuels. However, what candidates normally propose is to alternate energy sources, because it is well known that when economies depend too much on fossil fuels is risky and causes damage to the environment.
