B in my opinion is a possible choice. Lincoln's reason for going to war in the first place was that as president, he wanted the country to be unified. In his mind, there was no such thing as two Americas. There should only be one.

C is probably the second best answer. At least that what was in the paragraph that was quoted. C is a little bit narrow in this make up.

D. is likely the right answer. I would pick it because he's asking the victors to act humanely, especially in the first sentence which is world famous. I would always pick a remark that urges us to act at the highest levels of common decency and true humanity.

This question is an excellent question. It has three answers that can be chosen. Anyone of the three deserves our attention. If one is picked, it reflects more about us as people than it does about the politics of the era. It is a better essay question than multiple choice, but it is also something that is worth thinking about long after you've submitted an answer. It reflects the best in what makes America what she is.

government is strong when they have the ability to persuade those they govern to believe government has enough power to force them or should be forcing them to do government’s will.

when enough of the citizenry do not believe government can force them or should force them to do its bidding, government has lost or will lose its strength and power to coerce.

when enough of the citizenry do believe government can force or should force them to do its bidding, they become passive at the least or actively pro-government and repeat government’s own rhetoric to pass on what they have been persuaded by government’s propaganda.

a true majority isn’t always needed to govern or to stop government. many times all that is needed is a strong minority. if a determined 30% of the population rises up against government in a concerted effort to bring it down, this size minority usually will succeed as long as those actively opposing the minority are less in force than the minority. so if 41% of the population sits at home watching tv rooting for one side or the other, they don’t matter. it’s the active parties who make a difference.
