Capacity and regulation in a sentence

Here is the sentence using the words capacity and regulation: The capacity of the hall can only accommodate at most 500 people; therefore, strict regulation of the flow of the people going in and out must be observed all the time. Regulation means control or management.

in this text, paine use the word “ye” several times in order to  capture  the  attention of the colonists who   haven't understand the   importance and urgency of his cause. the word "ye" that is the plural of   "thou" is used to call the colonists attention and make the fight for the cause.
