Recycling cans, bottles, and paper is one of the best ways to cut down on waste. There are some people, though, who just "can't be bothered" to sort their trash so it can be recycled. People who refuse to recycle because it requires too much effort should have to pay fines. Clearly, helping the environment is not enough of a reason for these people to recycle. The first few weeks or months after a recycling program is started should be looked at as a learning period. Towns and cities should prepare booklets showing how trash should be sorted. City workers should inspect bags. They can point out mistakes to homeowners and issue warnings. After one or two warnings, people who are not recycling should be fined.

Write a transitional sentence that clearly connects these two paragraphs.
