Summer was a theocracy, meaning A system in which priests rule in the name of God or Gods. Mesopotamians believed that their God or Gods influence what happened to them and their day-to-day lives.

The Mesopotamians could have used the time that they lived to their advantage for many reasons this could be just because they had fresh River water, and fresh soil. not to mention they didn't have to deal with taxes. I could use the time they lived to their advantage also by just being free.
