Any government can apply for an IWC permit for aboriginal subsistence whaling. With such a permit, a native population with a longstanding cultural and nutritional dependence on whaling may continue the practice, within limits that protect the whale population as a whole. Similarly, countries can request exemption from the ban for the purpose of scientific research. In both cases, the IWC limits the number of whales that can be killed within a given period of time. According to IWC studies, whale populations naturally grow by 4% to 10% per year; cultural and scientific whaling must stay well below these numbers, so that the whales’ birth rate will always outpace the losses from whaling.
