I don't think it would be verbal because this is when someone says one thing but means something else- usually this would be sarcasm..

I don't think it's dramatic, because that is when the audience knows something that the character don't. An example of this would be in a detective movie where the audience knows that the person committing the crimes is actually the detective's partner, but the detective himself does not yet know this. 

It wouldn't be intentional irony, as this is when someone does something for a comedic purpose; for example if someone misspells something and you respond with a misspelling...

So you're left with C. Situational Irony..
Situational irony is when the opposite of what you expect to happen happens. Now I wouldn't say this completely matches the excerpt, but it would be the closest in my opinion, and here's why.. They were expecting to protect their land, but instead they lost the windmill they had been working on. So rather than the expected outcome of protection, the opposite --destruction-- happened. 

So, while I don't think any of them are an exact match, I would go with C. Situational.
