newly elected Police Chief Rick Mendez has wasted no time in
manipulating police statistics to make himself look good. By ordering
his officers to ease off on giving out traffic tickets, he has decreased
the number of reports - but not the number of actual violations – by
20 percent. Moreover, while there is a confirmed 7 percent decrease in
loitering, this is only because of a policy implemented by his
predecessor, Chief Cheryl Williams.
