As can be seen in the image, the government is holding the dog's leash.

This can be interpreted as the government controlling society, or the media (it depends on your point of view). We can also observe that the dog seems angry, wants to let go. The dog (society) wants to be free and express itself however it wants.

But also, we have another point of view: maybe the government wants to prevent that angry dog from getting loose and causing irreparable damage. The owner of the leash is responsible for the actions of that dog, just as the government is responsible for the behavior of its people.

Now you can take either of those two points of view and adapt it to what you really believe.

an great real life example for the lottery principle is the real life lottery itself. it adheres to the lottery principle so much it's even called lottery. you apply for the lottery in the manner of getting a ticket and if you are lucky, the goods are distributed to you, in this case, the huge amounts of money. there are other real life example but this is the best one.
