The falling action in the hunger games was when Pita and Katniss were on the cornucopia, they weren’t fighting anyone but they were waiting for Cato to die and trying to keep Pita alive. The action went up a bit when it was announced that only one person could win, since plots are never uniform its expected to go through ups and downs in action. The action fell almost completely when she woke up in the hospital to the red haired girl feeding her. The action never completely falls, though, as it goes up again when Haymitch tells her that the capital hates her and that she’s on thin ice. She has to act soft in the interviews. She gets by almost unscathed but then she has to tell Pita that she was acting the whole time.
