My reaction to the narrator's statement at the end of the short story that Paul could not stop being afraid is:

Paul's emotions show that war is not a human friend that should be embraced at all times.  It is true that there is "a time for peace and a time for war."  But, the truth remains that war endangers our living, especially the life of every youth.

Explanation:

"Where Have You Gone, Charming Billy?"  was written by Tim O’Brien.  In it, he showed that war is not a good adventure and must not be the constant companion of humanity.  Many souls have been lost not in war, but because they were afraid of war.  For instance, Billy Boy Watkins was scared to death, he suffered a stroke, and died before encountering any real actions in war.
