This dump is very close to where all the rich and affluent live.  This dump holds their thrown out items/trash.  It is a collective of all of the goods of the people, poor or rich.

The playing field is leveled at the dump.  To each his own, and get what you can while you canIt's almost like saying that due to the amount of "rich" stuff you can find, it is like the rich people are there too
