When all was ready, the man reached in his pocket for a
second piece of birch bark. He knew the bark was there,
and, though he could not feel it with his fingers, he could
hear its crisp rustling as he fumbled for it. Try as he would,
he could not clutch hold of it. And all the time, in his
consciousness, was the knowledge that each instant his
feet were freezing. This thought tended to put him in a
panic, but he fought against it and kept calm.

The event in the excerpt happened after the incident wherein one tree bough capsized affecting the fire that he built (the story's rising action). The man is now ready to try making another fire with his second piece of birch bark. This shows how the man is facing his problem because he is now focused into make another fire but seems to have a hard time getting hold of the bark. His thoughts made him panicked which shows a heightened tension in the story. This signals it to be the climax because "climax naturally follows the rising action of the story."
