Merit system is a system of filling civil service positions by using competitive examinations to value experience and competence over political loyalties. This is very important in our government because if you are making a difference and you stand out for your achievements you can be moved up whereas if you have a family member in the government or have been in the government for a long time your position can be taken over by someone that is working harder.
