penelope was a gentle woman who hated offending people. so she just went around the truth and avoided questions and

she didn't want to accept the possibility that ulysses was dead, and therefore she tricked the suitors and flirted with them in order to
avoid outright offending them..
penelope herself was uncomfortable with outsiders and was known for being unreliable with them.
