Does this seem right?

i believe grade school should be free but college is a different story. if you chose to go to college but don't have enough money. the government should make an agreement saying "if you pay half then we'll pay the other half and at the end of the year if you have passing grades you get your money back but if you failed your classes you have to pay the other half as well." if college was free there would be a lot of downfalls, such as, student loan defaults will increase, completion rates will decrease, property taxes will increase, persistence among college students will decrease, private colleges will suffer enrollment declines and financial hardships, free college does not address occupational shortages, and free college will not solve "crippling student loan debt."
