The story begins by stating that “everyone was finally equal” and describes how hard the government works to create a totally equal society.

The beginning of the story states that people are finally equal, and it even mentions that people are still mad because it's not spring in April. With this the author is just mocking how people want to control everything and how people perceive things different to them as threats.
