This is what the writer wrote before the flashback. Framton was undergoing a nervous breakdown and needed to get bettet . Yet, his sister gave information about Framton. He did not like talking to people. He would continue complaining  about his health - moping-  . Framton seemed to be a hypochondriac. As a consequence, he became the perfect target for Vera's joke.

the true goal we seek is far above and beyond the ugly field of battle. when we resort to force, as now we must, we are determined that this force shall be directed toward ultimate good as well as against immediate evil. we americans are not destroyers — we are builders.
