1. acceptability - the plan must anticipate scenarios which are consistent with applicable laws.
2. adequacy – the plan must comply with all applicable planning guidance from fema, homeland security, etc.
3. completeness – the plan must incorporate major actions, objectives and tasks.
4. consistency and standardization of products – the plan must be consistent with all other related documents.
5. feasibility – the plan must include feasible tasks to be accomplished with the resources that are available.
6. flexibility – the plan must be flexible enough to include accommodate all hazards and contingency plan.
